Report on the 10th Ordinary General Meeting of AAPPS


The 10th Ordinary General Meeting (OGM) of the Association of Asia Pacific Physical Societies (AAPPS) was held at Borneo Convention Centre, Kuching, Sarawak, Malaysia on November 17, 2019 prior to the 14th Asia Pacific Physics Conference. The participants were Gui-Lu Long (president and proxy of Jie Zhang, President of the Chinese Physical Society), Jun'ichi Yokoyama (secretary), Hyoung Joon Choi (treasurer), and representatives of member societies Andrew Peele (proxy of Jodie Bradby, Australian Institute of Physics), Tomofumi Nagae (president of the Physical Society of Japan), Masaaki Tanaka (proxy of Shigeaki Zaima, the Japan Society of Applied Physics), Bum-Hoon Lee (president of the Korean Physical Society), Meng-Fan Luo (proxy of Chih-Ta Chia, the Physical Society located in Taipei), Kurunathan Ratnavelu (president of Malaysian Institute of Physics), Ruiqin Zhang (proxy of Xun-li Wang, the Physical Society of Hong Kong), Rajdeep Singh Rawat (president of Institute of Physics Singapore), and Medew Abishev (proxy of Tolegen Kozhamkulov, Kazakhstan Physical Society), and was observed by Suklyun Hong (vice president of the Korean Physical Society), Seunglae Cho (Asia Pacific Center for Theoretical Physics (APCTP)), Eunjeong Lee (AAPPS liaison officer), and Naeun Park (APCTP).

(1) The secretary reported the presence of 10 members out of 18 members, including the newly joined Kazakhstan Physical Society, and the quorum was met.

(2) The president opened the 10th Ordinary General Meeting in the year of the 30th anniversary of AAPPS, and welcomed all the participants.

(3) All the participants introduced themselves.

(4) The agenda was adopted as prepared by the secretary, and the financial report was added.

(5) The minutes of the 9th Ordinary General Meeting, which was held in Brisbane, Australia in December 2016, were approved.

(6) Election of the new council members: Secretary Yokoyama explained that the current council decided that there should be 15 members in the next council, excluding the immediate past president, who is an ex-officio member, and the secretary called for nominations by both the current council and representatives of the member societies, according to the constitution and by-laws of AAPPS. 15 nominations were received and all of the individual nominations were seconded by more than one member society to which the nominees do not belong. In this way, a slate of candidates for the next council was made with 15 people on the list, which was the exact number of members that needed to be elected. The secretary explained that the ballot would be just a vote of confidence, namely, yes or no to each of the candidates. Those who acquired more than half of the representatives' approval would be elected as a new council member. As a result of the vote by the representatives of the member societies, all of those who were on the slate were elected, with complete votes of "yes".

(7) President Long reported on the activities conducted in the past three years since he became president in 2017, according to the report prepared as seen in the appendix. Korean Physical Society (KPS) President Lee asked about the rule of endorsement and sponsorship determined at the 36th council meeting, and if there had been any activities endorsed or sponsored by AAPPS. Secretary Yokoyama explained the conferences endorsed by AAPPS thereafter, including a gender diversity conference in India and a conference on gravitational waves in Japan. Rajadeep Singh Rawat mentioned that it is too much to require that an application for endorsement must be made 18 months in advance. Secretary Yokoyama replied that in practice, the rule has been applied more flexibly and if the council agrees by e-mail the endorsement has been typically decided much more promptly than 18 months. After some discussion it was agreed that these rules should be promoted to the bylaws and shown in the website of AAPPS after amendment of the aforementioned period. President Long mentioned that there were also some errors in the website of the constitution and bylaws about the term of the council, which should be corrected. President Long also mentioned the efforts to make the AAPPS Bulletin become a highly ranked journal, and he spoke about the introduction of a scientific committee on the editorial board.

(8) The financial report was presented by Treasurer Choi. Ratnavelu mentioned that the previous council meeting in Malaysia was supported by the Sarawak government. President Long highlighted the support provided by APCTP on many activities of AAPPS, including the Bulletin's publication, divisional activities, and the CN Yang award.

(9) Ratnavelu explained the status of APPC14, which was just starting.

(10) Miscellaneous discussion: KPS President Lee mentioned that the financial report should be properly retained for the future council as the members will change in time. He also mentioned that the current size of the council, with 15 members, is now too small; the size of the association has enlarged with new member societies and as a result, some societies are not represented in the council. He proposed that the new council should review the size of the council and could propose an amendment of the constitution regarding the OGM three years later or they could call an extraordinary general meeting to discuss this issue. President Long replied that this issue would be handled in the new council. The meeting adjourned at 12:33.
